Consider Custom Rules Rework

If you put a rule that you allow a url like app.php and u have blocked countries in other custom rule for access the website. they will be able to access that rule you allowed "app.php", would be great a filter to add like
"Select other rules to Apply" and allow app.php but denied the blocks of the other rules.

The logic of safeline is that the whitelist has a higher priority than the blacklist

if you want to do this, combine two conditions in one rule
