How are multiple Customized rules evaluated?

I see no ordering in the Customized rules section. If there are numbers of custom rules, and a HTTP request can hit rules in both Deny List and Allow List, will it be allowed or denied?

You could name them with a leading number, but you can't sort the types.

Currently, it's not possible, as far as I know, to set Deny before Allow rules.

But you should be able to change the rules order within the types with a numeric prefix like 01_internals, 02_git, ...
